Files with '%' in the filename and apache complain

Hi,

I'm using subversion with apache2 and when I try to import a file with a
'%' in it, I get the following error:

svn: PROPFIND request failed on '/svn/%25'
svn: PROPFIND of '/svn/%25': 400 Bad Request (http://svn.develop)

As I see it this is actually purely an apache problem, because accessing
any url with a percentage in it gives be a 'Bad Request' error. This
reason I asked here is that hope someone already encountered this
problem and can provide a solution without renaming the files.
