Could you tell me how you resolved the problem in your case?

I am seeing some simialr problems - I created a test repository
with 4 tags (2 created with tag & 2 with rtag); only the first
appears in svn as a tag, the other 3 appear under 'branches'
but those 3 are all empty!

I assume this is what --force-tag is for, but 1) we have 460 tags
and 2) would they still show up as empty folders?
All help/advice appreciated.
