This actually is happening on our build server also with antivirus
off...

Could it have happened on the way *in* to the repository because of
antivirus? We have seen this issue now with 4 different workstations
(including the build server) and each has different antivirus.

We have been using subversion for approx 2 years and have not see this
until recently (upgrade to FSFS... perhaps even as late as the last TSVN
update).

Looks like your antivirus software is intercepting/interfering with
svn's ability to create and shuffle lots of small files in the .svn/
area. Try deactivating it.
