Hmm, no answer.

And actually, I'm confused. The MS SCC api is closed, and requires
an NDA to access. Thus, CVS doesn't support it. There's a commercial
plugin, maybe that's what you're thinking of?

It appears that someone is/was working on an SCC plugin for subversion,
it's at http://svnscc.tigris.org/. I've no idea how well it works.
