Below, I have the following suggestions/checklist for you. Additionally,

'users@subversion.tigris.org'. Many helpful people are reading that
list.

How big is the downloaded file? the size should be 2 883 528 bytes(2,8M).

Have you tried to download the file with another browser? You might want
to try Opera, Mozilla Firefox, Internet Explorer or even wget, depending
of what you already have used before.
