Our probject has been using the "svnmerge" script to do merging, and the
"svncopy" script to create branches and tags. Both of these are in the
Subversion distribution, IIRC. I don't know if they have all the features
you want, but they're a start. Also, we've made some local modifications to
enhance them. I suppose we should feed those back into the Subversion
codebase...
