Actually, you *can* close explorer. Select "Shut Down" from the Start menu.
When the "Shut Down Windows" dialog appears, hold Ctrl + Alt + Shift and
click the "Cancel" button. Your shell process has now been closed!

At this point, you may be wondering how the hell you can do anything! Well,
that's pretty easy too. To execute an application, press Ctrl + Shift + ESC
to open Windows Task Manager and then select "New Task (Run...)" from the
File menu. You can enter an application name directly into the 'Open:' edit
box, or you can click "Browse..." to navigate your hard drive as you would
with any other open file dialog.

To restart the shell, just open Windows Task Manager as described above and
then enter "explorer" into the 'Open:' edit box.

While the shell is closed, you may need to use Process Explorer to find out
if any other applications have handles open to the iconv DLL and then close
them. Once you've done that, you should be able to reinstall Subversion and
then restart your shell.
