You're probably best going with the flavour that will be eventually used
in production as that will be by far the most representative of what
you'll end up using.

Are you going to be setting up the production server? If not, can you
get assistance from the person who will be?

I believe all of the major distros can be cut down to run on a small
footprint so anyone that suits (3) should suit (1).

I can't really be more help, the only distro I've had real experience
with in a server environment is Gentoo - it certainly can be made to fit
(1) (i run it on a P133) - but I doubt it fits (2) (having said that,
while it can be hard to install, the support on forums.gentoo.org is
pretty good)
