Report: svn 1.1.2 build on Solaris 9 fails to link

Building from the 1.1.2 tarball, after running a straight configure
with no options, I get link errors (first for the command line client
- subversion/clients/cmdline) because -lintl is not on the command
line for linking the client. Apparently configure doesn't look for it.
