Well, it might be easier to do, but I doubt it would be a no-brainer to do
in any general way. At least that's been my experience; any program that
handled a complex input format generally had to be quite aware of the
format, and there were usually edge cases that required retreating into a
full programming language in order to do the job robustly.

But ... perhaps you could write up a proposal showing a way that you think
is better? It's easy to debate the merits of one approach or another in
abstract, but you don't get a resolution without a concrete proposal on the
table.
