FYI: Problem resolved.
I was able to delete the files below manually with Windows Explorer, but
not with the Command Prompt. I'm not a Windows person, so I guess
that's why I found this weird and difficult.
After the manual delete, the db_recover.exe program worked well.

Hello,
This version of db_recover.exe sort of seems to work, but I now have
another problem. I have full permissions in the folder, but for some
reason, I get the following output:
E:\Subversion Repos\myrepo\db>db_recover -h .
db_recover: unable to join the environment
db_recover: unlink: .\__db.005: Permission denied
db_recover: unlink: .\__db.004: Permission denied
db_recover: unlink: .\__db.003: Permission denied
db_recover: unlink: .\__db.002: Permission denied
db_recover: unlink: .\__db.001: Permission denied
I have full control over the these files and I have checked that none of
them are read only. Any Ideas?

You downloaded a too-old version of db_recover.
Try with the one in this package:
