How to make branch base privileges?

Hi all,

As a project team leader, how to apply authorization mechanism to the
branch in SVN?

That means, team leader has a all privilege to hold the whole tree (at
least, the trunk). When a team member want to do some changes or
improvement to the project, team leader creates a new branch for that(or
re-take some preview branch) and Grant Privilege to this team member. So
that this guy can do somethings and commit back to this branch Only.

How do I apply privileges mechanism in Branch Base in SVN?
