It's two different goals, IMHO. Getting Subversion to work the same on
Windows as on other platforms is a goal that has been met. Getting it to
work "The Windows Way" may likely break behavior on other platforms.

So an enhancement request is forthcoming? I use both Windows and Linux
and would be happy if Subversion was as intuitive as possible on all
platforms. I also understand that there are some fundamental differences
between Windows and other systems which are not easily fixed. Since
there is a known work-around to "fix" a mis-named file, any behavior
change is a "nice-to-have" and may not land high on the development
team's to-do list. If they make the change, great. If not, I can still
get my job done.
