does a general "URL" include a trailing "@REV" revision?

  if i want to use "svn copy" to copy a particular revision, i can use
the "-r REV" option, as in:

  $ svn copy -r REV (URL|WC) ...

in cases where i would use an explicit "-r" option to identify a
specific revision, can i typically also use the form "URL@REV"? not
just with "svn copy", but is this an alternative way of identifying
revisions?
