We had the same problem. Put both the "%ProgramFiles%\Subversion\bin"
folder and the "%ProgramFiles%\Apache Group\Apache\bin" folder into the
global system's PATH envirionment variable and reboot the server.

To trouble shoot loading problems like this, dependency walker at
http://www.dependencywalker.com is a very helpful tool.
