The comparison was between Apache2/WebDAV and svnserve on Win 2003 Server.
Five minutes for svn list URL using apache, two seconds, using svnserve, of
course without them running at the same time.

From clients across the network I had the exact same experience, RH/SuSE/XP.
In my <Location /svn> I have no authentication nor permission parameters.
