Client error against svnserve

I installed Subversion 1.1.1 on a Windows 2003 DC. I
issued the following commands:
svnadmin create --fs-type fsfs
k:\SharedData\Subversion
(I uncommented the general section, anon-access,
auth-access, passwd-db and realm lines in
svnserve.conf and also created the passwd file)
svnserve -d -r k:\SharedData\Subversion

On the client side (Windows XP SP2) I typed the
following:
C:\>svn --editor-cmd notepad mkdir
svn://server/Subversion/ProjectA

Log message unchanged or not specified
a)bort, c)ontinue, e)dit
c
svn: File not found: transaction '0-1', path
'/Subversion/ProjectA'

What am I doing wrong here?
