mod_dav_svn format file permission denied

I consistently get a permission denied on accessing the format file. Even if
I set read and write permission for all, I get the error, so it must be
something else, what can it be ???

SVNParentPath /var/sourcecode

/var is root:root
/var/sourcecode is apache:svn & drwxrwxr--
/var/sourcecode/repos is apache:svn & drwxrwxr-t
