TSVN works fine if the developer starts checking out
at a parent directory that has the properties already set.
However, TSVN does not use the properties if the checkout
starts at the level of the new directory. I have the same
results using the command-line "svn add new_dir". I don't
think it is a Tortoise issue. It must be my configuration.
Thanks.

I can not answer your qustion, but if I understand the TortoiseSVN docs
correctly, you need the bugtraq properties set only on the toplevel
project directory, and that is something you can do manually. TSVN
searches the direcotries upwards until it finds a bugtraq property on a
directory.
