could you provide us with more information about your problem? I use
Subversion 1.1.1 on WinXP and it works for me when I use these
characters. The messages are translated too.

By the way, for WinXP, system regional settings (like the language
you choose) is set on control pannel, not on the LANG environment
variable. Maybe someone can explain here if there's something special
with the way Subversion is built for Windows.
