Hmmm... Putting my Venn diagram away.
If SVN was a super set of CVS it would also have to include the less
attractive features of CVS. This would conflict with the set of
features that are not apart of the CVS domain but are members of SVN -
the improvements of CVS.

At best SVN and CVS are a simple intersection and I doubt either one
would become a super set of the others because of their conflicting
goals and design.

I do agree that neither covers the entire SCM universe, or even their
union. That's why there are other SCM products as well.
