If you want a feature such as SourceSafe's exclusive check-out, wait
for Subversion 1.2. Currently, Subversion uses check-out for everyone
who wants a working copy, not just for those who intend on committing
revisions to that file.

Subversion 1.2 will bring a way of warning those who check out with an
intention to commit that others have already done similarly on that
file and have not yet committed.
