The specific problem you see with 'svn ls' is not a TSVN or Neon
problem, but one in the security fixes to mod_dav_svn in RC4. We did
not want to delay 1.1 any longer, but a fix was committed recently to
trunk and is currently up for voting into 1.1.1.
