It does not like backslashes at all.

C:\>svn ls file://\\bp_exserver\shared\repos
svn: Unable to open an ra_local session to URL
svn: Local URL 'file://%5C%5Cbp_exserver%5Cshared%5Crepos' contains only a
hostname, no path
