Try this:
touch problème; svn add problème; svn ci -m "accented filename"

afterwards, in tortoisesvn, update and let us know whether you get an
error. Perhaps there is an incompatibility between the actual codepage
of the filesystem and the codepage that cygwin thinks there is.
