I certainly have no idea how difficult that would be to implement, nor
have I spent much time thinking about its implications, but on the
surface that seems like a decent idea.
Of course you could implement an interface that is almost that friendly
with a pre-commit script that checks the value of a 'frozen' property
before allowing the commit.
I really wonder if, instead of fewer scripts, Subversion wouldn't be
better with more useful scripts provided either with the default
install, or via a online script repository where people could share the
useful scripts they've developed.
