new info regarding problem with Apache after loading svn1.1.0RC3

OK, so I tried it again using your suggestions and I have diagnosed the
problem, but I still don't know what's happening.
I went back to a pristine httpd.conf file and it started fine. I then
started manually applying the diffs until it broke. Unfortunately
the problem is with:

LoadModule dav_svn_module modules/mod_dav_svn.so

The error I get is "The requested operation failed!". I copied the
LoadModule line text directly out of the help documentation so I'm pretty
sure the spelling is correct. In addition I checked the Apache2/modules
directory and mod_dav_svn is there. The mod_dav_svn.so file
is version
1.1.0.10969 dated 9/14/2004 10:PM

Now I'm really lost.
