Question avous svn

I am using cvs right now and checking if I should go with subversion. I
have a couple of questions:

1. Is there a way to enable $Id$ for all file in a project except with
   a script of my own!

2. Why is the date in $Id$ in this format. Can I change it somehow? at
   least to be in my timezone.
