Umlauts in log message on Win2k

Hi,

I'm experiencing problems with german umlauts in log messages provided as
command line argument, e.g. when doing

svn commit IniFile.java -m "javadoc geändert"

I get the error

svn: Commit failed (details follow):
svn: Safe data:
"javadoc ge"
... was followed by non-ascii byte 228.

Non-ascii character detected (see above), and unable to convert to/from UTF-8

This in on a german Win2K installation. Is this a bug or do I have to
configure the codepage somewhere?
