Apache is trying to open a repository located at /driveb/svn/, and all
repositories have a 'format' file in them.

Did you actually create a repository at /driveb/svn? You know,
'svnadmin create /driveb/svn'?

It doesn't look like it. I have no idea what this stuff is:

> ls -ltr svn/
> total 2
> drwxrwxr-x 7 don svn 224 May 7 10:25 pcsmail
> drwxrwxr-x 7 don svn 224 Jul 1 15:40 pcsmail81
