Simon, I think maybe you misunderstood the tone of Tim's response.

Although it's terse, it's quite amiable and merely states the facts.
He says the enhancement is important enough to be worth describing (in
the hopes that others will implement it), but it's not important
enough to devote design/discussion/implementation time himself.

There's nothing wrong with this. Doing a cost/benefit analysis is not
against the spirit of free software. Tim has no "duty" to follow up
further. Of course, he also has no right to complain, but clearly he
understands that -- he's not complaining, he's merely letting us know,
without rancor, that he intends to take no further action.

There's nothing to criticise Tim for here.
