Which OS are you using for the client and the server?
The PDF specification recommends (and most PDF software complies) that a PDF
file contain no less than four binary characters immediately after the
%PDF-1.x header line, for the express purpose of "convincing" other software
that the files are binary so they are treated as such. To the best of my
knowledge and experience, most UNIX software will treat PDF files as binary
because of this.
