can 愒 determine the system config path

Hi,

i installed subversion 1.0.5 with its installer on win nt 4

already downloaded shfolder.dll
and added "SET APR_ICONV_PATH=D:\Subversion\iconv" to my autoexec.bat

when i enter a command like
svn help
or any other command, i get the message
"can愒 determine the system config path"

but when i use svn with administrator account everything works fine.
so what can i do to use svn as normal user ?

on linux is no problem with the user account.
