Yes, but you're not typing 'cmd /c "svn commit ...."', you're running
CMD and then typing 'svn commit...' at the command prompt, so these
rules don't apply. I do exactly the same thing every day, and I'm not
seeing your problem.

That's possible, of course. I wouldn't know. The MS Knowledge Base would
be a good place to look.
