Merge a Deleted Branch

Is it not possible to merge a branch that has been deleted? I tried merging
a deleted branch, but received the error

REPORT request failed on '/svn/rep/!svn/vcc/default'
Invalid editor anchoring; at least on of the input paths is not a directory
and there was no source entry

When I tried doing the merge, I made sure to use the branch start point, and
merge through the revision just before the branch was deleted. I tried
bringing the branch back, but I believe I am running into 1769, and as
indicated in a previous post, doing "svn up" did not solve the problem.
