Yes and I believe that the update only fixes the security issue. Simply
use the --changelog option with the new rpm to see the comments about
what has been changed:

  [root@svn root]# rpm -qp --changelog
/var/cache/yum/updates-released/packages/subversion-1.0.2-2.1.i386.rpm |
head -5

/var/cache/yum/updates-released/packages/subversion-1.0.2-2.1.i386.rpm: V3

However, there is also a 1.04 rpm available which cropped up in the
testing or development section. See the commented out bits in
/etc/yum.conf or something for paths to those repositories if you want
to run the latest version.
