It is freely available in source form and there are a number of binaries available at no charge.

Depends on how busy your repository is and which access method you use. If you use Apache as the
server you need a host which will run apache and the Subversion dynamic shared objects. These will
run on Windows servers, many people would recommend a Linux/Unix or similar server. I only have
experience of RedHat 8 and 9 using Apache 2 built from source. Subversion is built on the Apache
Portable Runtime libraries so is should run anywhere Apache 2 will run.
