The server where the VersionControl_SVN package is installed ... Which
_could_ be a client machine, if you set up a web interface to Subversion on
your local desktop/dev machine.

A lot of the Subversion repository browsers use svnlook, which requires the
browser scripts to live on the same server as the repository itself. The
VersionControl_SVN package is wrapped around the svn client, so applications
built with it (browsers or otherwise) can access any repositories accessible
with the command line client itself.
