Hi Eric.

We had the same thing very recently with v1.0.1 on RedHat 9.0.

All svn or svnadmin commands did nothing other than sit there (aparantly
trying to communicate with the db).

A restart of apache fixed the problem. Give "apachectl restart" a whirl.
