Of course, both the problems you ran into are documented on the web
site! (Although I did add the time issue later on). I don't really have
the time or know-how to fix it for all regional settings, but if you
find all the TIMEFORMAT comments someone who knows Perl should be able to.

If someone can point me to an easy-to-use resource that explains how to
detect regional Windows settings in Perl, I might be able to work on that.
