new Patch Manager needed (request for volunteer)

Sander Roobol, after doing a terrific job as Patch Manager for more
than a year, finally has to step down. He just got swamped with some
other committments.

Thank you for everything, Sander!

These will be tough shoes to fill. But I'm hoping someone will step
up: it's an important role, we have really grown to depend on the
Patch Manager to keep things organized.

Since we often see multiple volunteers when a call like this goes out
-- which warms the cockles of my heart, by the way -- let's give until
Thursday for responses to come in, before making any decision. It may
be that someone with particularly relevant skills or experience
volunteers. (It might also be that Patch Management is divisible,
though I tend to think that's less true of this role than of others.)

Below are:

   1. A description of the PM role that I just checked into HACKING,

   2. A list of pending patches that Sander Roobol sent me. This
      list is a good place to start for whoever picks up the role.

Here's 1:

   The "Patch Manager" Role:
   -------------------------
   
   Subversion usually has a Patch Manager, whose job is to watch the dev@
   mailing list and make sure that no patches "slip through the cracks".
   
   This means watching every thread containing "[PATCH]" mails, and
   taking appropriate action based on the progress of the thread. If the
   thread resolves on its own (because the patch gets committed, or
   because there is consensus that the patch doesn't need to be applied,
   or whatever) then no further action need be taken. But if the thread
   fades out without any clear decision, then the patch needs to be saved
   in the issue tracker, by filing a new issue of type 'PATCH',
   summarizing the patch and the responses to it, and pointing to the
   relevant mailing list archive URLs.
   
   The Patch Manager needs a basic technical understanding of Subversion,
   and the ability to skim a thread and get a rough understanding of
   whether consensus has been reached, and if so, of what kind. It does
   *not* require actual Subversion development experience or commit
   access. Expertise in using one's mail reading software is optional,
   but recommended :-).
   
   This is an important role. Having outstanding patches organized in
   the issue tracker makes them *much* more manageable; many changes are
   in Subversion today because they were caught by the Patch Manager. We
   currently do not have a Patch Manager. Sander Roobol, our first PM,
   did a great job for a long time, but he got swamped with some other
   stuff and had to step down. We are now seeking a new Patch Manager.
