Building subversion

I have been trying to follow the INSTALL of subversion-1.0.0

After make I tried the second command below, but it produced the error
message shown. However the first command below produced a listing (it
worked!)

Google had only a couple of messages, but not of relevance.

I would really like to know what that error message means and where I go
to fix it
