I figured it out.. Sort of.. I was unable to get it to work using
propset but using propedit and putting it in there worked great.

The docs would benifit from a real, the manual doesn't explain how to
set svn:externals in this fashion

svn checkout http://10.0.0.10/trunk/
cd trunk/
svn propedit svn:externals site1/

In editor
site1/global_includes http://10.0.0.10/trunk/global_includes

Save, commit, delete and recheck out it will pull the external items.
