I certainly hope not; it's specifically designed for a WAN, and
specifically designed to use as little network traffic as possible.

Perhaps the ISP is interfering with the connection (a web proxy?). What
would be useful is doing an ethereal trace of the failed operation, and
posting that data so we can see.
