usage of "Revert changes from this revision"?

We are using TortoiseSVN as our primary interface to SVN, and we've turned a
bunch of new developers loose with it. A few of us are familiar with CVS,
and we decided after some testing to use SVN for our newest project. Just
recently we had our developers run through some exercises to get them
familiar with SVN/TSVN.

One of the exercises was to restore a set of changes to a previous version.
Many of them tried "Revert changes from this revision" from the revision log
dialog with weird and seemingly bizarre results. We had determined from the
docs[1] that the best way to do this was using merge. The problem was that
the menu item "Revert changes from this revision" was so enticing on the rev
log dialog. It was odd though, that we don't find any reference to
reverting changes from a particular revision in the SVN docs.

What exactly should one expect when selecting this menu item? Is there even
a corresponding option using svn.exe? What are some scenarios in which it
could be used?
