I'm sorry to be dense on this, but is there no way to remove just the folder on each persons working copy?

Is this by design or is this a problem? It seems a little strange that if a directory gets deleted then every developer must blow away their working copy... Is there a way to "switch to the same location" in the repository?

Well, everyone now has a working copy of a non-existent directory. The
working copy is effectively 'dead'. You have the option of either
deleting the working copy ('rm -rf'), or using 'svn switch' to make the
working copy reflect a different location.
