Apache problems with subversion

I have a partially working installation and can't figure out where I am going wrong.
db 4.0.18

httpd 2.0.48
./configure --enable-rewrite --enable-ssl --enable-dav

svn:
./configure

After doing this I can create a repository, import into it etc and even update/commit from a client. The problems start when I try to do a copy and get a

svn: PROPFIND request failed on '/reposTest/Tags/T11'
svn: PROPFIND of '/reposTest/Tags/T11': 200 OK

I am going round the bend trying to sort this one out, does anyone have any ideas at all (I've tried the build steps on a different machine and that works, as does using svnserve and the local tree on that server)
