Now that I'm off the phone I can be more verbose.

The voting is up to the full committers. The record of the votes casted is
kept in the STATUS file on the 1.0.x branch (or any release branch for that
matter).

Although voting is a restricted priviledge, more eyes is always better, so
anybody wanting to review a certain commit or proposed patch is free to do so
and give his comments on the dev@ list.

If you 'need' or would like a certain change which is up for nomination in
the STATUS file, you can always post a plea on dev@ stating that you can't do
without, why and that you have reviewed and what you think of the change.
Then you can ask full committers to review and vote for it.
