Win32 error- svn: Can't determine the system config path

Hi,

I am trying to install svn 0.37 for a locked down
user on our corporate WinNT 4.0/SP3 system.

This works fine for users with admin rights on
their local PC, however for locked down users
I get:

 svn: Can't determine the system config path

Looking at the svnbook
  http://svnbook.red-bean.com/html-chunk/ch07.html#svn-ch-7-sect-1

I guess that this means that the user doesn't have
rights on the default "Application Data" location,
and so the "Subversion" config directory cannot be
created?

I have tried setting

  APPDATA=M:\... (a path we have rights on)

and have checked the settings in:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\]
(e.g. ShellFolders and UserShellFolders).

Any suggestions greatly appreciated !
