svn_load_dirs.pl on win32

SVN Users,

I'm looking for the svn_load_dirs.pl script to support vendor branches. I
can't find it on my win32 or redhat installation (both v0.37.0).

Will it even work on Win32 (with ActivePerl) or only on a Unix environment?
Is it still maintained?

I stumbled onto the concept of vendor branches as I was trying to write my
own script for subversion but I'd much rather leverage the existing code.
The only reference I could find was in the book - nothing on the dev and
user mailing lists and nothing via google.
